[gpva-ic] committee appointments

Sid is correct about Colorado.  However, there are other disputes 
happening in GPUS and he is needed for those.  Some of them having been 
waiting for people to help for awhile now.   Colorado has not even said 
they would participate in Dispute Resolution yet.   So, while this is 
urgent, it's not necessarily because of that particular issue.   He 
would not work on that one anyway.
