[gpva-ic] Proposal for a fundraiser with Cheri Honkala this fall

Audrey,

Sorry, but I am not going to fund this event up front out of my own
pocket and hope that the IC will reimburse me, particularly seeing how
difficult it is to get consensus on almost anything.  This is not the
way things are done in the real world anyway.  Besides, I was not
anticipating using my own funds. Rather, if we need a deposit for the
venue or food, I was hoping I could ask Kirit to cut a check directly
to the vender and then give him the receipt from the vender.

Even if I did spend my own money on the event, shouldn't I be
authorized to incur those expenses before I do so?  Why should the
GPVA be obligated to reimburse me for expenses it did not authorize?

Also, if we have to wait a week to get approval from the IC for for
every expenditure every time we do an event, then we will never do a
major event.  It is as simple as that.
