Tamar,

I concur with you that the only prudent way to disburse funds to the locals is via the tried and true method of reimbursement. I would add the IC listserv is not simply the preferred way to communicate with the IC. It is the ONLY way to assure that all members of the IC are properly noticed of a proposal. 

For example in the current situation at least one IC member was not noticed by John Reeder and others did not receive sufficient correspondence to make an informed decision. As a result most members didn’t know that the disagreement was not about WHETHER to fund the locals, but HOW to fund the locals. Thus the GPVA Bylaw that IC members be properly noticed of a proposal was violated.

In my experience most people who give short shrift to procedural matters like adhering to Bylaws also give short shrift to Robert’s Rules. John says he recommends Robert’s Rules. So one would think that he would scrupulously adhere to parliamentary rules for conducting a vote. Yet the way this particular motion was handled was more than sloppy. It made a joke out of due process.

Fortunately there’s not enough money in the GPVA account for the outcome to matter much. But I recommend that GPVA clean up its act before funding any congressional races, or we are likely to run afoul of the FEC.

I feel like  you are missing the point.   The best way to make sure you have the updated IC list of people is to use the listserve.  It is also archived.  It also shows how everyone "votes".

I am not opposed to the expense itself but rather the method of approval and the fact that we would put the money up instead of asking for reimbursement.

  For the record, I did not know this was going on because I was not included in the original emails since they were not on the IC listserve.   I'm not necessarily against it or for it but if it has been conducted as a vote on the IC list I would have been able to discern.   Usually for things like this, most committees or groups would simply ask that the initiator spend the money and then get reimbursed rather than the other way around.   Just approved an expenditure of up to xxx dollars.

    We can choose one of these at our September 21 meeting in Tidewater or choose another slogan if one of these is not good.
     
    My goal would be to give any dues paying member a bumpersticker or to sell them at cost.  I am not sure what their cost will be, depending on how many we print, but $1.50 each or so for an order of one hundred.
