Minutes of GPVA Business Meeting

Attendance

Present were: Kirit Mookerjee (Arlington), Charlie Jordan (Blue Ridge), Kimberly Lowe, Wendy Hagelin-Smith and Sid Smith (Central Virginia Greens), Sean Imanian (Fredericksburg.), Aaron Brittain, Travis Holmes and Daniel Swift (Hampton Roads), Tim Cotton, Will King and Elizabeth Melson (Piedmont), Audrey Clement and Tom and Tamar Yager (At-Large).

Quorum

Quorum consisting of at least half or four (4) of the seven (7) locals participating in the two most recent business meetings--Arlington, Blue Ridge, Central Virginia Greens, Fredericksburg, Hampton Roads and At Large on May 28, 2016 and Arlington, Blue Ridge, Central Virginia Greens, Fredericksburg, NoVA and At Large on January 31, 2016--having been achieved, the meeting was called to order.

Officials

Sid facilitated and served as vibes watcher, Audrey took notes and Kimberly served as time keeper. .

Agenda modifications

The addition of the following items to the original agenda under New Business were approved by consensus:

  • Review of listserv moderator duties and requirements;
  • Proposal that GPUS call for revocation of Wells Fargo Bank charter.

Approve minutes of last meeting.

The minutes of the May 28, 2016 business meeting were approved without objection.

Co-Chair's report.

Sid reported that there is renewed interest in the Green Party throughout the state. The general party meeting in May garnered two radio interviews, and GPVA successfully petitioned to get GPUS presidential candidate Jill Stein on the ballot in Virginia in 2016.

Treasurer's report.

Kirit reported that the GPVA general account has a balance of $303.80, exclusive of a PayPal donation from Casey White of $420.00 to pay for a table at the Arlington County Fair in August, 2016. The GPVA Federal PAC has a balance of $111.91.

Press Secretary's report.

None

Webmaster's report.

Progress has begun on moving us to a Drupal-based website, which will allow us to share the content management, and support a calendar, integrated database, blogging, fancier graphics, and members-only areas. I have installed Webmin/VirtualMin software on our backup server, and am now in the process of installing Drupal. Once that is done, the "hard part" will be over, and the rest will be a straightforward (though tedious) transfer of existing content to the new site. Once this backup server is ready and tested, I can swap it in for the existing server, and then update that server similarly.

GPUS representatives' report.

Sid, Tamar and Audrey reported on the Presidential Nominating Convention (PNC) in Houston in August, 2016.

Sid reported the adoption by the PNC of several GPUS Platform amendements, including: * Independence for Puerto Rico * Alternative medicine * Ecological economics

The latter amendment spawned a lot of controversy and 500 emails by delegates to the NC.

Sid also reported that a GPUS Animal Rights Committee was created under the leadership of Mary Lawrence of Connecticut. GPVA has 3 members on this committee: Charlie Jordan, Sid Smith and Kyle Rockett.

Local reports : CVG.

Sid reported that CVG had endorsed Kimberly as an independent candidate for CD5 and that the local last met on September 24. CVG is planning to circulate local bylaws for adoption.

Local reports : Arlington.

Kirit reported that the local was leading an effort to stop the demolition of WWII vintage garden apartments located in the Westover neighborhood by petitioning for local historic designation.

Local reports : Fredericksburg.

The FGP has doubled its active membership since the Spring meeting, and is currently distributing flyers and bumper stickers for the Jill Stein campaign, as well as phonebanking identified interested parties. We're hoping to get yard signs distributed around town, as soon as they come in. Sean reported that the local will sponsor a debate by representatives of the Stein and Johnson campaigns at the University of Mary Washington.

Local reports : Piedmont.

Tim reported that the local has 28 members and an email list of 100. The local endorsed Kimberly Lowe for CD 5. Will King plans to run for Delegate in District 18 in 2017.

Local reports : Blue Ridge.

Charlie reported that Michael Bentley and Frank Manning had petitioned to get Stein on the ballot.

Local reports : At Large.

Tom reported that Greens are planning to form a North Shenandoah Valley local stretching from Harrisonburg to Winchester and that Sharon Bos of Stephen's City recently had an LTE published in USA Today.

Bylaw amendment: Co-chairs.

The following GPVA Bylaw amendment was adopted on a vote of 12-1-0.

Substitute Section 14.1.1 establishing officers that reads:

"14.1.1 The Green Party of Virginia shall establish the following positions ("Officers"): two equal positions of Chair, one woman and one man, a Treasurer, a Press Secretary, and a Webmaster."

with:

"14.1.1 The Green Party of Virginia shall establish the following positions ("Officers"): two equal positions of Chair, not both of which shall be filled by male or female at the same time, unless there are insufficient candidates; a Treasurer; a Press Secretary; and a Webmaster."

The following GPVA Bylaw amendment was adopted by consensus:

Insert a new section 10.6.1 regarding the scheduling of GPVA meetings, as follows:

"10.6.1 The Chairs will call at least one in-person business meeting each year, and at least one in-person meeting of the general membership each year that includes party-building activities such as seminars or noted speakers. These meetings may be scheduled consecutively on the same day if they are in the same location. The Chairs will call at least one additional business meeting each year, and more as needed. Such additional meetings should be conducted by teleconference when there is not a compelling reason for an in-person meeting."

Renumber Sections 10.6.1 and 10.6.2 to Sections 10.6.2 and 10.6.3, respectively.

Substitute Section 14.2.1.2 outlining the duties of the Chairs from:

"14.2.1.2 Schedule two in person GPVA business meetings each year, one in the spring and one in the fall, and any other meetings needed to expedite party business, whether in person or via teleconference. Arrangements for in person meetings shall be coordinated with the hosting local."

with:

"14.2.1.2 Schedule and publicize GPVA meetings. Arrangements for in person meetings shall be coordinated with the hosting local where appropriate."

Co-chair (female) election; term to begin January.

The nominees being Tamar and Audrey, Tamar was elected on a first round vote of 6-4.

Review of plans for new website.

Deferred.

Petitioning expense allocation and reimbursement.

Sid advised that if members desire reimbursement of petitioning expenses, please email a detailed account and scanned receipts to Sid at bsidneysmith@gmail.com.

Audrey reported that the Stein Campaign had reimbursed all of her petition related travel expenses exclusive of food and lodging and recommended that other volunteer petitioners submit expenses to Stein Ballot Access Coordinator Rick Lass at:

ricklassnewmexico@gmail.com

for reimbursement. Audrey further advised that the Stein Campaign is obligated to return the balance of her primary election matching funds to the U.S. Treasury. So it pays to seek reimbursement for all primary campaign expenses, including but not limited to petitioning on behalf of Jill Stein.

Audrey Clement was endorsed as an independent candidate for a seat on Arlington County Board by consensus WITH ONE STAND ASIDE FROM THE ARLINGTON LOCAL.

Kimberly Lowe was endorsed as an independent candidate for CD5 by consensus.
